Clark Maness will be presenting “Water from a Stone: A Journey through the Construction of a New Small Town WTP” at the NC One Water Annual Conference in Charlotte, NC, on Tuesday, December 6, at 1:45 PM. This presentation will show attendees how an owner and engineer can work together to develop creative solutions and provide inspiration to other municipalities as they tackle their own water supply and funding issues.
The Town of Red Springs is a small town in Robeson County, North Carolina, with big goals for attracting development and business to the area. However, the Town needed to clear an obstacle to begin working towards achieving their goal of fueling economic growth. The Town’s water treatment plant (WTP) was built in the 1960s and in need of a major upgrade to reliably supply water to the Town’s existing system and future development. Additionally, the Town’s three well supply system needed to be rehabilitated.
To clear this hurdle, the Town began working with WithersRavenel in 2018 to seek funding to design, bid, and construct a new ultrafiltration membrane WTP. Construction of the new WTP was completed in October 2021.
The purpose of this presentation is to tell the story of how this new WTP was envisioned, planned, funded, designed, and constructed. Special emphasis will be placed on the acquisition of United States Department of Agriculture – Rural Development (USDA-RD) funding, the technical design of the ultrafiltration membrane treatment process, and the construction of the plant. Additionally, the presentation will cover the WTP startup process and the available effluent water quality data from the new WTP.
Clark Maness has experience in water and wastewater treatment plant design, pump station analysis and design, sewage sludge incineration system design, anaerobic digester biogas system design, construction administration for various wastewater and water treatment plant projects, project cost estimation, life cycle cost analysis for prospective treatment plant and biosolids projects, and the development of detailed contract documents.
