Mark Stephens, PE, ICMA-CM has been promoted to Chief Growth Officer at WithersRavenel. In his new role, Mark will lead WithersRavenel’s overall business development efforts.
With more than 25 years of experience in public sector leadership, land development, and civil engineering, Mark is well-positioned to help WithersRavenel continue to grow while providing all our clients with professional and efficient service.

Previously, Mark was the firm’s Western Regional Manager, overseeing our work with all WithersRavenel clients in the western part of the state. He is a lifelong resident of North Carolina, having lived and worked throughout the state, which adds to his understanding of regional and statewide needs of the clients we serve.
Before joining WithersRavenel, Mark served as the City Manager of New Bern for seven years, developing, executing, and implementing policy for the city in Craven County. He is a Professional Engineer with licensing in North Carolina and Virginia. He is also an ICMA Credentialed Manager. Mark is a current member of both the American Water Works Association and the American Public Works Association.
Mark’s educational background includes an Associate Degree in Engineering Technology from Western Piedmont Community College, a Bachelor of Science Degree in Engineering Technology from UNC Charlotte, and a Master of Public Administration from Appalachian State University.
