Melissa Cardinali has been promoted to Director of Finance Services for WithersRavenel. In this role, she will lead our financial team as they assist our clients with a variety of services, both linked to engineering projects and as standalone financial guidance.
WithersRavenel’s financial professionals help local governments understand their expense and revenue streams in a deeper way so that they can gain a clear picture of their short- and long-term financial responsibilities, and plan for the future with certainty. From analysis to modeling to rate studies and Capital Improvement Plans, our financial staff is ready to provide expertise on a variety of topics.

Melissa brings more than 30 years of experience in local government leadership, as well as finance and budget management roles for both counties and municipalities in North Carolina. Most recently before joining WithersRavenel, she served for six years as the Assistant County Manager for Cumberland County, where she was responsible for the annual budget process as well as finance, tax administration, information technology, internal audit, wellness programs, risk management, human resources, and solid waste.
Melissa is a member of the International City/County Management Association (ICMA), and a North Carolina Certified Local Government Finance Officer. She has a Bachelor of Science degree in Business Administration with a concentration in Finance from East Carolina University.
