
A longtime government leader will be leading WithersRavenel’s grant and loan services division in South Carolina.
Cindy Steinmann, MPA, will help further develop our firm’s growing S.C. roster of public sector clients. Most recently, Cindy was the Interim County Manager for Bulloch County, Georgia. Her previous roles for the county included Assistant County Manager, Special Projects Manager, and Management Analyst during her decade of service for the county.
Prior to that, Cindy worked for four years for the City of Statesboro, located in Bulloch County. During her time with the city, she worked her way up from Administrative Assistant to Development Project Manager.
Cindy’s work history includes numerous projects to improve communities along with writing and administering grant applications for a variety of initiatives. Her years of experience working in local governments gives her a broad understanding of the challenges facing municipal staff when it comes to budgets and funding infrastructure repairs and development. She is an accomplished problem solver with a keen eye for efficiency and a wealth of experience successfully executing capital improvements.

Cindy earned a Master of Public Administration and a Bachelor of Business Administration degree from Georgia Southern University. She is a certified Local Government Finance Officer, a graduate of the Georgia Academy of Regional Economic and Leadership Development and serves as a member of Georgia Southern University’s MPA Advisory Board. Cindy previously participated in Leadership Bulloch as well as Leadership Southeast Georgia and was recognized as Statesboro Herald’s 20 under 40.
