WithersRavenel welcomes Jim Behmer, PE, to our Utilities team as a senior technical consultant.
Jim comes from Salisbury-Rowan Utilities, where he worked for 24 years, the last 16 as Director. The large public utility provides water and wastewater services to more than 53,000 customers in Rowan County. Jim was responsible for 89 employees, a $37.3 million operations budget, and a $159.9 million Capital Improvements Plan. He was the project manager for numerous large-scale projects, including the $31.5 million Yadkin River Water Supply Resiliency Project and a 24 MGD water treatment plant expansion. He also facilitated capacity analysis studies for water treatment and wastewater treatment, and a master plan for the water distribution system.
Jim will bring his extensive knowledge and engineering experience with distribution and treatment to our clients and their projects. His technical skillset combined with his abilities to build relationships and manage budgets positions Jim as a leader in water and wastewater consulting in North Carolina.

Jim earned a Bachelor of Science degree in Civil Engineering from the University of Virginia and a Master of Public Administration from Appalachian State University. His hobbies include music, travel, and experiencing local cuisine while traveling.
