The Cleveland County Solid Waste Management Division operates a comprehensive solid waste management system that includes a Subtitle D compliant municipal solid waste landfill, a construction and demolition waste landfill on top of a closed municipal solid waste landfill, future commingled recycling transfer station, convenience centers, and three Pre-Regulatory (1983) closed municipal solid waste landfills, as well as a recycling program.
20-Year Solid Waste Financial Study
WithersRavenel is currently conducting a review of Cleveland County’s Solid Waste Program budget and long-term financial strategies, including cost projections and recommended funding rates for the Subtitle D landfill cost center, the construction and demolition cost center program, yard waste program, white goods program, convenience centers/recycling program and staff salaries and benefits. The study is used as the basis for establishing solid waste program budgets annually.
Landfill Disposal Efficiency Study
WithersRavenel have conducted numerous periodic studies to evaluate the efficiency of landfill disposal operations to determine waste compaction and daily cover soil usage and performed a capacity analysis of existing and future phases of landfill development.
Closure Cap Certification
WithersRavenel prepared a report which addressed closure of the landfill using an alternative to the regulatory minimum closure cap. The certification report included a cover cap equivalency demonstration, which showed that the alternative closure cap system provided equivalent infiltration reduction as compared to the regulatory minimum cap system.
Air Quality: Title V Air Permitting
WithersRavenel has prepared and submitted a Title V Design Plan to monitor and manage landfill gas (LFG) emissions at the Cleveland County Landfill Facility to meet the EPA New Source Performance Standards (NSPS) for air emissions.
Semi-Annual Water Quality Monitoring
WithersRavenel currently monitors water quality at the landfill in accordance with criteria set forth in Title 15A Subchapter 13B .0500 of the North Carolina Solid Waste Management Rules for MSWLFs closed prior to October 9, 1993. Groundwater samples are collected semi-annually from compliance and background monitoring wells analyzed for all constituents listed in 40 CFR Part 258, Appendix I Constituents for Detection Monitoring (“Appendix I”) and the Solid Waste Section’s Monitored Natural Attenuation (MNA) constituent list. Analytical results are then compared to the North Carolina Groundwater Quality Standards as listed in 15A NCAC 2L (the “2L Standards”).
WithersRavenel collects surface water samples semi-annually at the Cleveland County Landfill Facility. Samples are also analyzed for the Appendix I list of constituents. Analytical results are compared to the Classifications and Water Quality Standards Applicable to Surface Waters and Wetlands of NC as listed in 15A NCAC 2B (the “2B Standards”).
Semi-Annual Landfill Gas Monitoring
WithersRavenel also records LFG measurements at landfill gas probes located around the perimeter of the landfill. LFG constituents are measured monthly using a GEM 2000+ LFG Meter and include the following:
- Methane (CH4)
- Carbon dioxide (CO2)
- Oxygen (O2)
- Hydrogen sulfide (H2S)
- Volatile organic compounds (VOCs)
