How can parks evolve to meet the changing needs of a growing community?
In the Lowell parks system, two existing parks, Bob Bolick Park and Harold Rankin Park, were reimagined through comprehensive master plans designed to enhance accessibility, address aesthetic concerns, and align with the evolving needs of the community. Although the parks differ in size, character, and available amenities, their master plans were developed simultaneously to foster greater community engagement and ensure complementary improvements. Through an inclusive public input process, residents helped shape the vision for both parks, and cost estimates were prepared to guide implementation.
At Bob Bolick Park, planned upgrades include expanded parking, improved accessibility, and the addition of a new shelter/restroom facility, playground, splash pad, and basketball court, all connected by new walking paths. A key priority was preserving the park’s mature trees to maintain its natural charm.
At Harold Rankin Park, significant enhancements, including an upgraded baseball field, a new multi-use field, pickleball and basketball courts, expanded playground space, new trails, and essential structures such as restrooms, concessions, and picnic shelters. Additionally, parking improvements enhanced safety and accessibility for visitors.
These strategic upgrades ensure that both parks will serve as vibrant, inclusive spaces for recreation and community gatherings for years to come.
