WithersRavenel has performed an integral role in the redevelopment of the iconic Oregon Inlet Fishing Center, part of the Cape Hatteras National Seashore. We lead the environmental and permitting processes for the multi-phase design of the center.
Quible & Associates, acquired by WithersRavenel in 2024, was instrumental in the initial phase of this redevelopment. Project responsibilities began with a Phase I ESA followed immediately by a Phase II ESA. We then provided topographic surveys, bathymetric surveys and helped develop concept plans for the redevelopment of the property with significant stakeholder input through a series of meetings.
Once the conceptual layout was agreed upon, we worked closely with the National Park Service (NPS) to produce a National Environmental Policy Act (NEPA) decision document. We provided all environmental documentation necessary for the NEPA. Reports and assessments included essential fish habitat assessments, SAV surveys, wetland habitat assessments, wetland delineations, endangered and threatened species surveys, and consultation with state and federal agencies.
When the NEPA was completed and a finding of No Significant Impact was issued by the NPS, a CAMA Major Permit (for Joint State and Federal approvals) was applied for and received for the redevelopment of the marina and upland development withing CAMA Areas of Environmental Concern (AECs). The first phase of the project has been successfully completed, and additional permitted development activities are proposed in 2025.
