WithersRavenel played a key role in redeveloping the famous Oregon Inlet Fishing Center. This center is part of the Cape Hatteras National Seashore. We lead the environmental and permitting processes for the multi-phase design of the center.
Quible & Associates, acquired by WithersRavenel in 2024, spearheaded the initial phase of this redevelopment. A Phase I ESA kicked off the project, followed by a Phase II ESA. We conducted topographic and bathymetric surveys. We also helped create concept plans for redeveloping the property with input from important stakeholders.
Once we agreed on the layout, we worked with the National Park Service (NPS) to create a NEPA decision document. We provided all environmental documentation necessary for the NEPA. The reports and assessments included important fish habitat checks, SAV surveys, wetland habitat reviews, and wetland boundaries. They also covered surveys for endangered and threatened species and consultations with state and federal agencies.
Upon completion of the NEPA process, the NPS found that there was no significant impact. After that, a CAMA Major Permit was applied for. This permit was for Joint State and Federal approvals. It was received for the redevelopment of the marina and upland development in CAMA Areas of Environmental Concern (AECs). The first phase of the project is complete, and additional permitted development activities are proposed in 2025.
