The plan for a community space at Town Hall in Rural Hall, NC, is part of a study that resulted in master plans for three public spaces. The vision for the space at the front door of town hall formalizes its use for community events, creates a space for everyday enjoyment, and improves the aesthetic and image of Rural Hall.
WithersRavenel worked closely with town staff, a volunteer steering committee, and the community during the design process, and the plans reflect that engagement.
The plan features a flexible open lawn space that can accommodate various community gatherings. The open space is defined by an informal walkway and landscape treatment that provides enclosure and buffers traffic. Walkways connect the corner to the town hall and include new walks along both streets. Identified by the master plan is the location for a temporary stage, site amenities, and opportunities for public art.
The other two master plans identified improvements at Covington Memorial Park and the creation of a 24-acre park on an undeveloped property across the railroad tracks from Covington Memorial Park.
The process for preparing plans for the three sites included site analysis, the creation of alternative concepts for development, engagement with staff, steering committee, and the community, and the preparation of final master plans based on the opportunities and constraints for development inherent in each site and the community’s recreational needs and aspirations.
The master plan was completed in the fall of 2024.
