Moore County sought to improve and expand its solid waste collection site in Aberdeen, the busiest of its household waste disposal and recycling sites. For the project, the County required design services while seeking improvements in traffic congestion along the commercial scale house and the residential drop-off located along NCDOT-maintained Turning Leaf Way.
WithersRavenel provided a range of professional services for the project, including civil engineering, design, survey, subsurface utility engineering (SUE), environmental, permitting, and construction administration services. Subconsultants included an architect and solid waste facility specialist.
Coordination and communication with stakeholders such as the NCDOT, the County, Village of Pinehurst, Town of Aberdeen, and the North Carolina Department of Environmental Resources – Division of Waste Management and Division of Land Quality was key to the success of this project.
The project was performed in five phases, with due diligence and preliminary design making up the first two phases. As part of the first phase, WithersRavenel provided survey and SUE services, and wetland/stream/riparian buffer delineation.
The second phase was preliminary design, which included understanding the County’s project needs, preparing project cost estimates that accurately reflect the scope of the project, and conceptual designs.
The remaining three phases included the final design that comprised NCDOT permitting, water and sewer permitting, geotechnical investigations, and erosion and sediment control. Following the completion of the design, WithersRavenel provided the County with bidding and construction administration services. The facility officially opened to the public with a ribbon-cutting ceremony.
