Giving Stevens Towing a new operations center
Quible & Associates, P.C. (now WithersRavenel) helped Stevens Towing Co., a North Carolina LLC. They supported the planned redevelopment of the Riverbulk Terminal. The project involved the former Edenton Dye and Finish/United Piece Dye Plant site. It is located on the Chowan River near Edenton.
Former Edenton Dye and Finish Plant transformed
This +/- 48-acre site was formerly home to the Edenton Dye and Finish Plant. The location was used to store heating oils (coal, #2, and #6 fuels). It also had a tar-lined lagoon to store wastewater from the dye and finish process. Spent dye sludge and lint were applied to the land.
WithersRavenel’s role in the project included project management, preparation of Phase I ESA, Phase II sampling, collection of all necessary information for preparation and submission of a Brownfields application (Redevelopment Now), boundary and physical survey, and environmental management plan preparation.
Barge terminal engineering services
Our team also helped with the required engineering for the barge terminal. We secured CAMA Major permits and NCDEQ mine permits for beneficial reuse of dredge spoil. Additionally, our team handled NPDES permitting. We designed an onsite industrial wastewater storage and disposal area for barge power washing.
The property was successfully changed from an unused, contaminated dye and finish plant with a waste lagoon. It is now a barge terminal, fleeting, and maintenance facility with management offices. The site supports Stevens Towing’s operations, including moving freight by barge. Freight moves regionally, nationally, and internationally. This facility uses a very fuel-efficient way to move freight. It supports one of the world’s leading raw material recyclers.
