Quible & Associates, P.C., (now WithersRavenel) assisted Stevens Towing Co. of North Carolina LLC, with the planned Riverbulk Terminal redevelopment, the former Edenton Dye and Finish/ United Piece Dye Plant property on the Chowan River near Edenton.
This +/- 48-acre site was formerly home to the Edenton Dye and Finish Plant. The location had known uses for storage of heating oils (coal, #2 and #6 fuels) a tar-lined lagoon for storage of wastewater generated from the dye and finish process, and land application of spent dye sludge and lint.
WithersRavenel’s role in the project included project management, preparation of Phase I ESA, Phase II sampling, collection of all necessary information for preparation and submission of a Brownfields application (Redevelopment Now), boundary and physical survey, and environmental management plan preparation.
We also assisted with the required engineering of the barge terminal, secured CAMA Major permits, NCDEQ mine permits for beneficial dredge spoil reuse, NPDES permitting, and designed an onsite industrial wastewater (power washing of barges) storage and disposal area.
The property was successfully transformed from an unused and contaminated former dye and finish plant (with waste lagoon) to a barge terminal, fleeting and maintenance facility with management offices capable of supporting Stevens Towing’s operations, including moving freight by barge regionally, nationally, and internationally. This facility uses one of the most fuel-efficient means of transporting freight to support one of the world’s leading recyclers of raw materials.
