The primary objective of this project was to re-evaluate the Town of Cramerton’s existing stormwater rate structure and establish a revised structure that addresses the Town’s short- and long-term operations, maintenance, and capital needs.
WithersRavenel collected the Town’s impervious surface list, categorized by residential and non-residential, and used that information to determine the appropriate equivalent residential unit (ERU). WithersRavenel performed what-if scenarios to test the results of preliminary assumptions regarding ERUs and fee rate assumptions.
At the same time, WithersRavenel defined levels of stormwater-related services being provided by the Town based on operating staff, equipment allocations, maintenance costs, capital outlay, and other operational and maintenance expenditures. We also identified operational and maintenance issues and needs not currently being addressed in the existing stormwater program.
WithersRavenel worked with the Town to determine the desired level of service and estimate the associated costs of delivering that service.
Our Finance team then created a Financial Model that reflected the draft operating budget for fiscal year 2023–2024.
Finally, WithersRavenel delivered a stormwater rate model calibrated to the projected revenue requirement established in the financial analysis.
