WithersRavenel completed a study of the Town of Wendell’s stormwater utility and created a Stormwater Capital improvement Plan (CIP). The CIP helps the Town to prioritize its long-term needs while limiting the financial impact on Wendell and its users.
The plan develops preliminary project scopes for up to 10 critical stormwater projects over a 10-year time frame, as well as costs for annual MS4 compliance. WithersRavenel also worked with the Town to estimate associated costs and developed a Financial Analysis Model as a custom mechanism for analyzing and projecting the various financial variables associated with the stormwater utility. We also developed a stormwater fee model to allow the town to estimate future revenues.
WithersRavenel worked with the Town specifically on a plan to spread out the stormwater projects over time. This helped the Town to avoid issuing debt while also allowing Wendell to create a roadmap to reach its stormwater capital improvement goals.
