WithersRavenel is expanding its Funding and Asset Management (FAM) team with a new hire who brings significant experience managing federally funded grant programs for infrastructure projects. Mary Glasscock is a Senior Technical Consultant for our FAM group. Most recently, she worked dual roles in state government: as the Infrastructure Program Manager for the North Carolina Office of Recovery & Resiliency (NCORR) and as state operations lead for the North Carolina Division of Emergency Management (NCEM). She managed $20 million in Community Development Block Grant Disaster Recovery (CDBG-DR) infrastructure funds and $1.7 billion in FEMA Public Assistance (PA) projects including COVID-19 funds.
Her leadership and subject matter expertise were valuable to governments around the state as they worked through complex federal requirements to execute hundreds of projects stemming from five statewide disasters.
Mary’s background provides WithersRavenel clients an experienced partner when navigating grant opportunities and in advancing initiatives related to infrastructure asset management.

Mary has a Master’s degree from the University of Memphis and a Bachelor’s degree from DePaul University in Chicago. In her free time, Mary enjoys exploring North Carolina’s roads less traveled while sampling the barbeque as much as possible.
