Baltimore City Public Schools Lifecycle Planning & Asset Management
WithersRavenel provided Baltimore City Public Schools (BCPS) asset management solutions and lifecycle planning, allowing the school system to prioritize its assets that needed a replacement or an upgrade.
Background
Located in the heart of Maryland, BCPS oversees 75,000 students, 164 educational programs, and over 8,500 staff members each year. The students and staff are spread across over 150 buildings and facilities within the district. Thus, being able to identify any problems with its assets was paramount to ensuring that the educational experience was safe and sound for all.
Challenge
Prior to contacting WithersRavenel, BCPS had years of collected data but lacked a way to implement the information into actionable tasks. Without this ability, it became increasingly harder for BCPS to know what they had, understand where improvements needed to be made, and how they could secure funding through grants or other financial mechanisms.
Solution
The WithersRavenel Funding & Asset Management team worked closely with all of BCPS’ directors to tailor solutions to fit their needs and concerns. With predictive modeling and lifecycle planning, WithersRavenel helped BCPS generate a solution that allowed them to input years of data and generate models that showcased where improvements need to be made in its facilities using various applicable funding sources.
Model Results
Uniquely, the model generated for BCPS (below) accounted for all of its different funding sources, which had strict criteria to fulfill. Our WithersRavenel professionals created this tailored model by compiling each funding source and analyzing the qualifications per asset type.
Additionally, our team presented models like the one below that forecasted scenarios where funding opportunities were lost. This allowed BCPS to view the impacts that funding sources had on the overall conditions of their assets and how it could negatively impact them if funding sources were lost.
From the Client
One phase of our computerized maintenance management system (CMMS) implementation has been the management of our inventory of assets. Not only did we want our work orders to be asset-centric, but we needed to develop a capital strategy for identifying the most critical assets for replacement. With the exceptional support and guidance of WithersRavenel, we were able to add to our toolbox of management decision-making tools with Capital Predictor. With Capital Predictor, Baltimore City Public Schools will be able to make empirically based decisions and plan and forecast our aging portfolio.” – Patrick McGough, CMMS Manager, Baltimore City Public Schools
Outcome
Through these processes and solutions, BCPS now has the tools to maximize its investment strategy on its asset management journey.
