What is Chatham County’s newest emergency management center?
Chatham County’s Emergency Management and 911 Communication Center project consists of a new 23,000-square-foot building to serve two agencies. The building sits on an approximately 40-acre site in development as part of a countywide campus plan.
An additional 12,000 square feet pre-engineered ancillary building was constructed on the site beside a new 350-foot communication tower. The project is located on the southwest corner of the Pittsboro property.
All new sitework included:
- A new stormwater system
- A sanitary sewer system
- Water lines (including an almost 900 LF off-site waterline extension within NCDOT right-of-way)
- Electrical service to the building.
New driveways, parking lots, and sidewalks are included on drawings, along with the proposed site access roadway of more than 1,000 LF in length.
WithersRavenel’s role in Chatham County’s 911 Communication Center
WithersRavenel, working with Schrader Group Architecture, LLC, the architects on project, prepared a brief Site Evaluation Report documenting the results of the delineation. WithersRavenel also documented any constraints on development of the site and permitting issues.
Our firm completed topographic surveys using a boundary survey provided by Chatham County, Chatham County GIS topographic information, and wetland, stream, and buffer information.
During the Schematic Design phase of the project, our firm analyzed the existing infrastructure in the development area to provide the design team with information to allow informed decisions to be made regarding the feasibility of the different conceptual plans. We utilized projected flows as provided by the County for water and sewer needs. We also coordinated with Chatham County Public Works to perform a hydrant flow test at the site to confirm pressure and flow.

WithersRavenel recommended the type of stormwater control measure (SCM) required for compliance with current stormwater ordinances based on the anticipated development (while recognizing site potential for future growth). Our firm created a landscape plan that meets the project requirements. This includes perimeter buffers and planting street trees.
WithersRavenel helped Chatham County get ready for future development. They provided the first design for the street that will serve the rest of the property.
