WithersRavenel provided healthcare site planning, due diligence, environmental assessment, survey, and preliminary engineering services for a Certificate of Need (CON) application in Wake County, North Carolina. The project supported early planning for a proposed community hospital by evaluating site opportunities, development constraints, regulatory considerations, and infrastructure needs.
During the due diligence phase, WithersRavenel coordinated closely with the client, client representatives, consultants, municipal contacts, and utility providers to gather planning-level information needed to support the CON application. This coordination helped establish a clearer understanding of the site’s feasibility, potential development approach, and key considerations for future healthcare facility planning.
The team completed preliminary code research to review available land use information, comprehensive plans, buffers, setbacks, and building height requirements. This research informed the due diligence summary and helped guide the conceptual planning process.
WithersRavenel prepared conceptual site layouts for client review and developed an illustrated site plan based on the approved layout. Preliminary engineering services included planning-level utility layouts for water, sewer, and storm drainage, as well as preliminary grading, retaining wall considerations, and earthwork evaluation.
Environmental and survey services further supported the project by identifying wetlands, streams, jurisdictional features, buffer considerations, threatened and endangered species considerations, seasonal high water table conditions, existing site conditions, and subsurface utility information. Together, these services helped the client evaluate site feasibility and prepare materials for the CON application.
