WithersRavenel has provided statewide on-call surveying and geomatics services to the North Carolina Department of Transportation (NCDOT) through multiple consecutive Location & Surveys and General Engineering Services Consultant (GESC) contracts since 2017. Serving as an extension of NCDOT’s Location & Surveys Unit, our team provides conventional survey, route location survey, boundary and right-of-way survey, aerial mapping control, hydrographic survey, terrestrial scanning, UAS-based photogrammetry, aerial LiDAR, and mapping support for transportation projects across North Carolina. Through these contracts, WithersRavenel has supported roadway, bridge, rail, interstate, interchange, and multimodal transportation projects in all 14 NCDOT divisions while delivering survey data and mapping products in accordance with NCDOT standards and OpenRoads Designer (ORD) requirements.
Representative Projects
One of WithersRavenel’s most significant assignments has been survey support for NCDOT’s Southeast High-Speed Rail (SEHSR) Corridor in Franklin and Vance counties. As part of this major rail transportation initiative, WithersRavenel established project control and completed comprehensive design survey services, including hydrographic feature location, property mapping, best-fit alignments, supplemental location surveys, gravity utility locations and inverts, classifications, and obscure area surveys. The team also compiled and delivered all required ORD files and supporting survey data in accordance with NCDOT standards. The size and complexity of the corridor required extensive coordination, detailed field investigations, and integration of multiple datasets to support future rail improvements and long-term transportation planning.
Another flagship assignment has been the I-5718/I-77 Corridor project in Mecklenburg County, one of the largest transportation projects supported under the contract. In addition to survey and mapping services previously performed along the corridor, WithersRavenel was selected by NCDOT to provide aerial LiDAR data collection and remote sensing support along approximately 10 miles of I-77 between I-485 and I-277/NC 16. Services included UAS-based LiDAR acquisition at multiple rail crossing locations and extraction of detailed rail-related features to support project development and design. This work builds upon broader I-5718 corridor support where WithersRavenel provided surveying, mapping, utility documentation, and geospatial services along one of North Carolina’s busiest interstate corridors, demonstrating the firm’s ability to successfully integrate conventional surveying and advanced remote sensing technologies on large-scale transportation infrastructure projects.
Additional major transportation assignments include the R-5887 interchange improvement project at US 64 and NC 751 in Wake and Chatham counties, where an existing at-grade intersection is being converted to a grade-separated interchange, and U-5791 in Onslow County, a significant corridor improvement project along Jacksonville Parkway from NC 53 to US 17. These ongoing projects require conventional survey and mapping services supporting roadway design, corridor development, and transportation planning activities.
Beyond these major assignments, WithersRavenel has completed numerous bridge replacement, roadway widening, interchange, multimodal, and economic development projects throughout North Carolina. Representative assignments have included bridge replacements in Guilford, Johnston, Nash, Orange, Robeson, Columbus, Harnett, and Mitchell counties; roadway improvements in New Hanover, Cumberland, Brunswick, and Robeson counties; pedestrian and bicycle infrastructure in Buncombe County; and grade separation and interchange projects across multiple NCDOT divisions. This broad portfolio demonstrates WithersRavenel’s ability to deliver accurate survey data, mapping, and geospatial solutions for transportation projects of varying size and complexity throughout the state.
