Positioning Rural Hall for best use of public space
The plan for a community space at Town Hall in Rural Hall, NC, is part of a study that produced master plans for three public spaces. The vision for the space at the front door of Town Hall supports community events. It also creates a place for daily enjoyment. It improves the look and image of Rural Hall.
WithersRavenel worked closely with town staff, a volunteer steering committee, and the community during design. The plans reflect that shared input.
Community gathering space
The plan features a flexible open lawn space that can accommodate various community gatherings. The open space is defined by an informal walkway and landscape treatment that provides enclosure and buffers traffic. Walkways connect the corner to the town hall and include new walks along both streets. Identified by the master plan is the location for a temporary stage, site amenities, and opportunities for public art.
Park improvements and expansion identified
The other two master plans identified improvements at Covington Memorial Park. They also proposed a new 24-acre park on undeveloped land. The site is across the railroad tracks from Covington Memorial Park.
The process to prepare plans for the three sites included site analysis and creating alternative development concepts. It also included engagement with staff, the steering committee, and the community.
Final master plans were prepared based on each site’s opportunities and constraints. The plans also reflect the community’s recreational needs and aspirations.
The master plan was completed in the fall of 2024.
