On October 1, the Town of Nags Head officially opened its new Ocean Rescue workforce housing. The project has been in discussion for several years and represents an important step toward addressing employee housing challenges on the Outer Banks.
With a $1.5 million investment in the newly completed facility and additional apartments currently under construction, the Town is strengthening its support for personnel and ensuring lifeguards have the housing they need to continue serving residents and visitors effectively.

WithersRavenel provided design and permitting services for the site’s wastewater treatment and disposal system, stormwater management system, and special use permitting. The firm also assisted with site plan preparation, boundary research, and coordination of the construction phase, including inspections, plan updates, and as-built survey documentation.
The new facility provides Ocean Rescue staff with modern, purpose-built accommodations that enhance both operational readiness and the overall quality of life for those who safeguard Nags Head’s beaches.
