The Town of Garner recognized the need for a more strategic, data-driven approach to managing its public assets. The process began with a pavement condition survey (PCS), which highlighted the value of lifecycle modeling in optimizing asset maintenance and investment. However, the Town lacked similar insights for its other infrastructure assets.
Building on the success of the pavement model, Garner expanded its focus to include facilities modeling over a 5- to 10-year timeframe. This analysis revealed gaps in the Town’s asset data, underscoring the need for improved tracking and long-term planning. As a result, officials broadened their efforts to include all municipal buildings, excluding parks and recreation, developing a tailored, 50-year projection model to guide future investments.
With a growing commitment to proactive asset management, the Town moved on to its next priority: sidewalks. By modeling each asset class, Garner is building a comprehensive, long-term strategy for infrastructure sustainability.
To support Garner’s evolving asset management strategy, WithersRavenel developed and implemented:
