WithersRavenel is pleased to congratulate Adam Culpepper on his promotion to Director of Planning within our Design + Planning team.
In this role, Adam will help lead and strengthen WithersRavenel’s planning services, an essential component of helping communities manage growth, align development with long-term goals, and create sustainable, resilient places. Effective planning provides the framework for responsible land use, infrastructure investment, and community development, ensuring that growth is both strategic and reflective of local priorities.
Adam brings more than 14 years of industry experience, including over eight years working directly with county and municipal governments across North Carolina. His expertise spans current and long-range planning, Unified Development Ordinances (UDO), comprehensive plans, site plan and plat review, and GIS mapping and analysis. He has extensive experience guiding communities through complex development processes and helping local governments make informed decisions about future growth.
Throughout his career, Adam has worked closely with engineers, developers, elected officials, and community stakeholders to support the entitlement process and advance planning initiatives. His experience includes presenting recommendations to planning boards and boards of commissioners, supervising junior planners, chairing technical review committees, and assisting with strategic planning efforts. He has also served as Project Manager for numerous UDO and comprehensive planning projects across North Carolina, helping communities establish clear, effective policies to guide development.
As Director of Planning, Adam’s leadership will help expand WithersRavenel’s ability to support municipalities and clients through comprehensive planning, regulatory updates, and land development strategy. His work will continue to help communities navigate growth, balance competing priorities, and plan for long-term success.
Based in our Raleigh office, Adam remains a trusted advisor to communities and a valued leader within the Design + Planning team.
