WithersRavenel’s Funding team is celebrating a major achievement: every one of the firm’s four North Carolina Parks and Recreation Trust Fund (PARTF) applications was awarded the full $500,000 grant. That’s a perfect record, 100% success, for the communities of Angier, Holly Ridge, Trinity, and Harnett County.

Community Wins: Spotlight on Projects
Angier
Angier’s PARTF award will support the creation of the Town’s second park, a direct outcome of its 2020–2021 Comprehensive Master Plan. Designed through a nine-month community-driven process, the park will include:
- A walking path
- A universal design playground
- Three pickleball courts
- Critical support facilities:
- Entry drive
- Sidewalks
- Parking
Angier’s population is expected to grow by almost 44% in the next 15 years. This project will help meet urgent needs for parks and recreation.
Holly Ridge
One of the fastest-growing towns in Onslow County, Holly Ridge is expanding its recreational offerings with a new inclusive playground, an interactive splash pad, and batting cages. These amenities are grounded in the community’s 2021-2022 Parks, Trails, and Open Space Master Plan and its 2025 Municipal Park Master Plan. Together, they reflect a shared vision for health, wellness, and family recreation in this rapidly growing community.
Trinity
Trinity will finally see its first public park become a reality. City-Center Park Phase I will bring a playground, walking path, restroom, and picnic shelter, all shaped by local input. With over 1,300 housing units approved, the population is expected to grow by nearly 50%. The new park will help fix a long-standing lack of local recreation options. It will also set the stage for future programs.
Harnett County
Neill’s Creek Park Phase I represents a transformative step for Harnett County, which is planning for nearly 40% growth over the next 15 years. With a new universal design playground, paved walkways, and a picnic shelter, the project will deliver inclusive, accessible facilities for residents of all ages and abilities. The County’s vision reflects a thoughtful, community-centered planning process supported by significant local funding and complementary grants.
