David Perry brings public, private expertise to stormwater services

WithersRavenel welcomes David Perry, PE, CFM, as Senior Project Manager in our Stormwater Department.

With more than 20 years of experience in the engineering and construction industries, David brings a wealth of both private and public consulting experience to the company. In addition to providing overall project management and engineering of stormwater projects, David will also help guide younger staff in their work and serve as a mentor.

David is based out of the Charlotte area, and his business development background will help us strengthen relationships with existing clients in the area while also reaching out to new ones. He believes his background in the public sector will be especially helpful to local governments.

“Having been on their side of the table before, I understand what the challenges are in terms of dealing with the Town Council or public stakeholders,” David said. “My philosophy is to tell my clients, and then follow through with it, that my job is to make your job easier. I’m going to give them the tools to do their jobs well.”

David considers engineering as a problem-solving exercise to help clients achieve overall project success. “I like the opportunities to do constructability evaluations,” he said. “I have a lot of 3-D visualization aptitude and construction experience so being able to look at plans and say: ‘If I’m a contractor, how am I going to build this? What do I need physically? Will this slope work here? Do I need access there?’ I really enjoy that.”

He also works to incorporate sustainability into project work and finds that challenge often leads to rewarding results. “I really appreciate being able to bring elements of natural systems into design when possible,” David said. “For example, I have a background including stream restoration work. So, when replacing a roadway culvert, of course, you’re impacting the stream up and down on each end of the culvert. Being able to do as much as possible to mimic a natural system to create stability in those areas that the project impacts is something that I enjoy.”

David earned a bachelor’s degree in Civil Engineering from Carnegie Mellon University and a master’s degree in Civil Engineering from the University of North Carolina Charlotte.
