WithersRavenel welcomes André Mullins, PE, as Director of Stormwater in our Charlotte office, expanding our ability to help local governments throughout the Charlotte metro region plan and deliver stormwater improvements.
André brings more than 20 years of engineering and project management experience. His work on municipal stormwater projects across the Carolinas centers on understanding each client’s priorities and developing designs that align those goals with regulatory requirements, budgets, and timelines.
His background includes hydrologic and hydraulic modeling, drainage improvement projects, construction‑phase management, quality control, and value engineering. That experience connects the technical work of understanding drainage conditions and evaluating design alternatives with the practical considerations of moving a project through construction.
For André, that work begins with understanding what uniquely defines success for each client and project. His experience serving both public- and private-sector clients provides a regional perspective he hopes to bring to municipal stormwater challenges.
“I would like to bring my regional project experience in the public and private sector to provide some innovative approaches to stormwater management,” André said.
Conversations with trusted colleagues helped draw André to WithersRavenel, along with the opportunity to contribute his background and collaborate with team members throughout North Carolina.

“I was attracted to the company due to the discussions I had with trusted colleagues and the vision outlined for the company and its strategic growth,” André said.
André earned a bachelor’s degree in civil engineering from the University of North Carolina at Charlotte. He also holds an associate degree in civil engineering technology from Central Piedmont Community College.
His addition brings regional project experience and technical leadership closer to the communities WithersRavenel serves in the Charlotte metro region. He joins a stormwater team whose services include floodplain management, watershed planning, green infrastructure, and stormwater infrastructure retrofits, supporting communities at both the individual project and broader watershed levels.
